POSITION CONCEPT

The primary responsibility of a Transmission Contractor Support Analyst is to provide support pertaining to contractor related activities in completion of work in Transmission Engineering and Transmission Operations. This position will carry contractors through the TEC process from start to finish. This includes the entire contract proposal process, contract work order (CWO), ISN ratings, forecasting work, invoicing, etc. This position tracks and manages financial transactions including purchase requisitions (PR), purchase orders (PO), and invoices for the entire transmission department. This position will receive, track, and maintain contractor invoice workflow from receipt of invoice, through supervisor approval, to processing and filing while tracking spending and expenditures. Performs recurring analyses that support operational decisions and management reporting, including events analysis. Responds to requests from business unit management for ad-hoc reports and analysis, and for assistance with cost control activities.

PRIMARY DUTIES & RESPONSIBILITIES

1. Work closely with engineering and operation personnel to initiate contractor engagement through RFP (GEP) processes. Prepare, process, and archive Contract Work Orders (CWO)

2. Work closely with engineering and operations management on cost tracking and cost management efforts. This includes creating and tracking PR's, PO's and processing departmental invoices including invoice validation.

3. Maintains proper contractor-related documentation, such as spreadsheets of incoming work, invoices, incomplete contractor work, monthly spend.

4. Maintains contractor relationships, responding to questions, addressing needs/issues, source for cost information, and forecasting work, serving as liaison to TEC staff.

5. Completes work management system related tasks associated with closing requirements, reports and corrections. Reviews, analyzes and distributes financial information as needed to supervisors, managers, Project Management, and others.

6. Independently prepares annual departmental budget and monthly reforecasts, including revenues, OM, and capital.

RELATIONSHIPS

Internal: For the purposes of performing the duties and responsibilities as outlined, this position requires continual communications with management and employees of the business unit and other Tampa Electric Departments at all levels; supervisor, manager, and director.

External: Vendors, sub-contractors

WORKING CONDITIONS

Office setting. In person. Regularly works in group and one-on-one settings with colleges. Position supports both engineering and operation units, therefore compliance with Tampa Electric and OSHA Safety standards must be met.

Job Level: CONTRACTOR SUPPORT ANALYST ASSOCIATE (NC/NE)

Entry level position with primary responsibility of managing all aspects of the contractor invoicing process. The role has a conceptual understanding of cost control while developing analytical skills, working with management/senior staff, assisting with assignments of moderate complexity.

QUALIFICATIONS

Education

Required: High School Diploma or GED

Preferred: College Degree from a regionally accredited institution is preferred.

Related Experience

Required: A minimum of two years of related financial experience

Preferred: Some related financial experience in a utility environment is preferred

Knowledge/Skills/Abilities (KSAs)

Required: Analytical, written and oral communication skills and experience with Excel required. Must have a conceptual understanding of cost control.

Preferred: Experience with SAP and WorkPro preferred.
