Summary:

We are seeking a highly organized and detail-oriented Interstate Transfer Support Specialist with expertise in ARNG recruiting, retention, officer career management, and Army regulations to coordinate interstate transfers for enlisted personnel and commissioned officers withing GAARNG.


Responsibilities

Essential Job Functions:

  • Coordinate inter-service and interstate transfers (ISTs) for the GAARNG, ensuring accurate and timely processing.
  • Collaborate with Enlisted Personnel Managers, Officer Personnel Managers, unit representatives, and NCOICs to assign ISTs within GAARNG units.
  • Facilitate outgoing ISTs by coordinating with gaining states or territories to maintain Soldier career progression.
  • Verify incoming Soldiers meet medical standards with the medical team.
  • Follow up with units to confirm ISTs have reported to new duty assignments as scheduled.
  • Ensure source documentation for incoming and outgoing Soldiers is accurately uploaded into iPERMS.
  • Coordinate with separation authorities when Soldiers depart the state or fail to report to new assignments, ensuring Army regulation compliance.
  • Provide expert guidance on enlistment and commissioning criteria to organization members and leadership.
  • Process denial memorandums, ensuring signatures and coordination with losing states.
  • Support professional development of Recruiting and Retention Battalion (RRB) staff responsible for recruitment and retention.
  • Prepare comprehensive IST briefings emphasizing officer integration strategies.
  • Prepare trend analysis reports to provide insights on states gained or lost.
  • Conduct market analysis and demographic studies to support recruiter production missions.
  • Draft and edit recruiter and officer management information for publication, ensuring relevance to IST processes.
  • Prepare, process, and manage drafts related to IST procedures.
  • Ensure proficiency in using personnel systems to determine positions and organizational needs for ISTs.
  • Coordinate with separation authorities to ensure compliance with Army regulations.

Qualifications

Necessary Skills and Knowledge:

  • In-depth knowledge of ARNG recruiting, retention operations, officer career management, and Army regulations related to interstate transfers.
  • Strong understanding of personnel systems, including iPERMS, and ability to process IST documentation.
  • Excellent organizational and communication skills to collaborate with various personnel and stakeholders.
  • Ability to conduct trend analysis and demographic studies to support recruitment and retention efforts.
  • Expertise in managing documentation, preparing briefings, and providing professional development support.
  • Ability to ensure compliance with Army regulations, particularly in the context of interstate transfers.
  • Completion of the Incentive Manager Course (Distance learning & resident phases)
  • Annual training on NSLDS updates and best practices
  • Quarterly training on documentation standards and GIMS procedures
  • Ongoing training in customer service excellence and conflict resolution techniques
  • iPERMS Training Course: Completed online
  • Records Management and Compliance Course: Completed online
  • Advanced Records Management Course: Completed at a designated training center

Minimum Qualifications:

  • Bachelor's level degree in Business Administration required equivalent experience.
  • Minimum 3 years of professional experience in management.
  • Must be a US Citizen
  • Active Secret Security Clearance.

Preferred Qualifications:

  • Advance degree or certifications.
