HUMINT Collection Manager / Program Manager

This position requires an active TS/Sensitive Compartmental Information (SCI) clearance with the ability to obtain a Counterintelligence polygraph to be considered.

Cherokee Analytics is seeking a HUMINT Collection Manager / Program Manager that will collaborate with collection requirements managers, analytic elements and consumers to ensure overt HUMINT collection operations have the necessary focus and guidance to maximize time and resources allocated.

HUMINT Collection Manager / Program Manager Responsibilities Include:

  • Collaborate with collection requirements managers, analytic elements and consumers to ensure overt HUMINT collection operations have the necessary focus and guidance to maximize time and resources allocated
  • Apply intelligence collection systems and capabilities to inform intelligence collectors and consumers of collection developments and relevancy through a range of products.
  • Collaborate across the IC to understand consumer intelligence needs and gaps to ensure collection operations are tailored to the requirements of the customer
  • Work with collectors and all-source analysts to evaluate the efficiency and effectiveness of multi-INT collection against requirements, as well as the execution of collection plans and strategies to generate reliable intelligence relevant to consumer needs
  • Use statistical, algorithmic, data mining, and visualization techniques to find and interpret data for trend analysis purposes and others.
  • Manage large amounts of data, ensure data consistency, produce visualizations, and develop models to report findings
  • Assist with developing methods and criteria to determine if collection requirements have been satisfied, using measures of effectiveness and performance.
  • Produce feedback of findings, identify collection gaps, related trends, and opportunities; assess collection options, test assumptions, and produce judgements, recommendations and solutions to refine collection
  • Produce analysis to identify gaps in collection methods.
  • Model future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects
  • Conduct, develop, produce, and present programs of instruction in specified collection operations TTPs and related or supporting processes for various human intelligence and technical intelligence operations under DoD authorities
  • Manage project operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers.

  • Responsible for cost, schedule, performance, and risk identification / mitigation on projects including but not limited to systems, tools, equipment, software, facilities and other activities.

  • Coordinate resolutions to production-related problems

  • Supervise contractor employees and the task order in general

  • Monitor the status of performance and expenditure of funds

  • Performs other job-related duties as assigned

HUMINT Collection Manager / Program Manager Experience, Education, Skills, Abilities requested:

  • Active TS/SCI with the ability to obtain a Counterintelligence Polygraph
  • Minimum of eight (8) years of related experience preferred with a minimum of three (3) years of experience in HUMINT collection management support or a HUMINT collection role in the Intelligence Community
  • Bachelor's degree
    • Successful completion of at least six (6) years in a HUMINT collection support, HUMINT collection, or all-source analytic role is acceptable in lieu of a college degree
  • Proficient in utilizing intelligence repositories, including Chrome, Crate, and ICE
  • Ability to produce Intelligence Information Reports (IIRs) and provide reviews of both pre- and post-publication IIRs
  • In-depth understanding of collection environment and resources to effectively manage unit collection
  • Working knowledge of all DoD HUMINT system capabilities, limitations, and reporting from supported collection platforms
  • Graduate of in-residence basic Human Intelligence Collection Management course
  • Comprehensive mission knowledge and skills that affirms completion
  • Ability to communicate understanding from information that may be
  • Ability to work independently with minimal oversight and direction.
  • Ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
  • Ability to develop concise, insightful, and comprehensive products for defense intelligence.
  • Ability to guide teams in researching multifaceted or critical problems.
  • Comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the position.
  • Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced.
  • Ability to work independently with minimal oversight and direction
  • Ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution
  • Ability to develop concise, insightful, and comprehensive products for defense intelligence
  • Ability to lead teams in researching multifaceted or critical problems.
  • Must pass pre-employment qualifications of Cherokee Federal
