Summary

The position is responsible for overseeing the execution of the IFT Quality Control Program IAW the Air Force approved Quality Control Plan and overall contract compliance of all aspects of the IFT Program.

Essential Duties and Responsibilities

The Chief of QCmaintains direct access to the USAF's ChiefCOR, local Air Force staff, Doss Corporate staff, and IFT Department Headsto resolve issues.Chief of Quality Controlalso providesfeedback to the IFT Program Manager (PM)to ensure the PMremains fully informed on all QC activities, inspection results and program health.Under the supervision of the QC Manager, the QC staff inspects, monitors, and managesall assigned programs and processes.The Chief of Quality Control also ensures contractor compliance with additional contract requirements including, On Time Grad Rate Analysis, 36-2909 training, End of Course Critique management, analysis of contractual changes identifying cost changes and changed requirements.

Inspectors, under the guidance of the Chief of QC, follow systematic QC procedures that identify acceptable, deficient, and unacceptable performance and assist in gathering data to aid in resolving identified problem areas. Inspections are both scheduled and "no notice." Quality Control uses a variety of inspection methods similar to those listed:

  • 100% Inspection
  • Random Sampling
  • Periodic Inspection
  • "No-Notice" Inspection
  • Government Inspection Results
  • Customer Complaints
  • Walk-through Inspections
  • Management Inspections
  • Computer-Based or Files Inspections
  • End-of-Course Student Critiques

Inspectors forward completed inspection results to the QC Chief for action, review, and/or retention in the historical file.

When the QC staff implements a CARR solution, the QC Chief and Functional Area Managers perform tests to ensure that the solution achieves the desired effect. If it is, the QC Chief closes out the documentation to complete the CARR cycle. To ensure CAE Doss' Quality program fully supports the IFT program, our QC Chief maintains open lines of communication and a close working relationship with the COR through several means as listed below.

  • Monthly Quality Reports
  • Monthly Quality Assurance Reviews
  • Program Management Reviews
  • Informal Meetings and Quality Discussions

The QC Chief is responsible for processing Air Force 2420's and works with CAE leadership to address and respond to deficiencies notated by Air Force Contracting Officer Representatives (CORs). The QC Manager forwards annotated deficiencies to the appropriate QC inspector, Department Head and PM.. Upon resolving the AF 2420, the Department Head will return the AF 2420 to the QC Manager, who in turn forwards the reply to the COR and the PM.

QC Chief initiates the Quality Review process which involves using quality principles to determine root causes (e.g., improper tools, training, technical data, work conditions, or faulty processes) of the deficiency/area of non-compliance and then recommends solutions.

The QC Chief, working with the QC Inspectors, publishes an annual inspection schedule, broken down by month and provides them to the PM and the Chief COR. If required, the QC Chief selects additional inspectors to assist full-time QC staff with required inspections.

The QC Chief initiates a reviews of inspection results, recommendations, discrepancies and student EOCC to determine if process or policy changes could make the IFT program more practical, efficient, effective, or acceptable to the USAF.

The QC Chief ensures Quality Control training for the QC Department is documented appropriately to ensure accomplishment.

The Chief of Quality Control is responsible for the QC Departments collection of program data, statistics, KPIs etc., which are required by contract or CAE to determine program performance and progress. Examples include:

  • CPARS
  • EOCCs
  • BOCSs
  • Graduation Rate statistics
  • IFT Program statistics

Conducts training/briefings to staff and students regarding contractually required material.

Assists the PM and IFT Department heads with Air Force Standards of Conduct processes and investigations.

Qualifications and Education Requirements

  • BA or BS in Business Management, Public Health, Environmental Protection, Safety, Security, or QC field of study.
  • 8-10 years of previous QC experience
  • Specialty Courses in OSHA, Public Health, Safety, Environmental Protection, or QC.
  • Computer operations with Microsoft Office knowledge.
  • Ability to conduct meetings and/or briefings in a professional manner.
  • Professional writing abilities.
  • Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.

Security Responsibilities

Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
