Job Description:

Dynamo is seeking an Assistant Test & Evaluation (T&E) Specialist with a background in Engineering Technician support across Aviation, Surface, or C5ISR domains. This position provides technical, analytical, administrative, and material support to the U.S. Coast Guard (USCG) team at OPTEVFOR. The role supports the Surface, Aviation, or C5ISR T&E areas as designated by the COR, contributing to independent operational test and evaluation (OT&E) efforts directed by the Department of Homeland Security (DHS) Office of Test and Evaluation (DOT&E).

The T&E Specialist will assist in the full test lifecycle, including support for Developmental Testing (DT), Operational Testing (OT), Early Operational Assessments (EOA), Initial and Follow-on OT&E, and Verification of Correction of Deficiencies (VCD). Cyber resilience testing is also part of the mission, including Cyber Tabletop (CTT) exercises and Cooperative Vulnerability and Penetration Assessments (CVPA).

Duties/ Responsibilities

Documentation Review




  • Review and provide feedback on documentation including CONOPS, MNS, CDP, AoA, ORD, ILSP, TEMP, CDD, CPD, training plans, manning documents, DT/OT test plans and reports, manuals, and OT&E budget inputs.



  • Draft supporting comments in the form of letters, spreadsheets, and presentations.




Test Planning Support




  • Draft Critical Operational Issues (COIs) to define testable capabilities for TEMP and requirements documentation.



  • Conduct background research and support the development of Integrated Evaluation Frameworks (IEFs) and OT test plans, including objectives, procedures, and data collection strategies.



  • Assist in drafting TEMP sections, test matrices, and test procedures to align with OPTEVFOR objectives.



  • Recommend data collection, reduction, and reconstruction needs, including identifying resources and facilities for data processing.



  • Provide technical input on test plan revisions and assist with creating executable test plans per OPTEVFOR policy.




Test Operations Support




  • Attend test events as assigned, providing technical insights and reporting.



  • Brief participants on test objectives and data collection requirements.



  • Observe demonstrations and events, collect data, and generate technical reports.




Test Analysis and Reporting




  • Perform initial data collection, validation, processing, and analysis using OPTEVFOR-approved methods.



  • Use statistical techniques to analyze data on operational effectiveness and suitability.



  • Support the development of test reports and deliver post-event analysis assistance.

  • Ability to manage multiple, shifting priorities and tight deadlines and maintain detailed project plans and workflows.
  • Excellent communication and change management, as well as planning and prioritization skills.
  • Possess and demonstrate the interpersonal and leadership skills to build relationships with key internal stakeholders responsible for decision-making.
  • Adaptability and willingness to take on additional tasks as needed.

Nice to Have Skills



  • Excellent documentation skills and the ability to recommend best practices and articulate process improvements and required changes.
  • Exceptionally organized, able to meet production deadlines and self-direct when necessary.


Education and Experience:



  • Bachelor's degree in Science, Technology, Engineering, or Mathematics (STEM); and at least 5 years of USCG, DHS, DoN, or DoD Operational experience, respectively in Aviation, Surface, C5ISR, or as part of the CG-9, USCG, DHS, DoN, or DoD Headquarters staff; or

    • Have at least ten (10) years of USCG operational experience in Aviation, Surface, or C5ISR relevant fields as applicable; and a minimum of 3 years of experience developing T&E deliverables such as IEFs, Test Plans, and Final Reports in support of Level 1 acquisition OT&E


  • Completion of DoD or DHS Certified Acquisition Professional Test & Evaluation Manager Level I certification.
  • At least three (3) years working on developing products, including IEFs, Test Plans, and Final Reports, in direct support of Operational Testing of USCG, DHS, DoN, or DoD Level 1 Acquisitions.


Travel Requirement:



  • Official business may require travel from the primary or secondary location 2-3 times per month to designated locations to support the OTD. These trips may include locations such as USCG Headquarters, Aviation Logistic Center, Aviation Training Center, USCG Air Stations, USCG Sectors, NAVAIR, etc.
