The State Highway Administration's (SHA) District 7 (Frederick County) is currently recruiting for a District Operations Engineer - Maintenance (Transportation Engineering Manager I) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. Nature of Work:
This is a managerial, administrative and supervisory position which functions as the District Maintenance Contract Manager, Environmental Compliance Manager, and will provide procurement and contract management. This position manages the Transportation Engineering Maintenance Contract Program for the district and monitors the overall district maintenance operations budget. This position requires advanced knowledge in the development, procurement, and administration of more than $20 million in annual highway, bridge, and capital facility maintenance contracts.

This position will ensure specification compliance on construction projects and compliance with federally mandated programs and requirements. This position will respond to written correspondence and participate in various contractual meetings. Also, they will monitor contract costs and material clearance. This position will conduct project site investigations and reviews during construction, participate in preliminary investigations and final reviews for upcoming projects. The DOE will negotiate with contractors on requests for equitable adjustments, change orders, and claims as well as conduct pre-construction meetings.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Seven (7) years of experience in professional engineering.

Selective Qualification: Three
(3) years of the required experience must have involved work on maintenance or construction contract inspection and/or management.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualification:

The ideal candidate should possess the following:

  • Excellent computer skills, including Microsoft Office Suite
  • Knowledge of Work Zone Traffic Control (WZTC) standards and procedures
  • Experience in concrete, pipe placement; paving and structure work and be able to read/understand/explain construction plans and cross sections
  • Experience in managing and directing the planning, organizing, and coordination of district maintenance contracts, teamwork assignments, and the use of consultant engineering design units
Notes:

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.

3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland.

Special Requirements:

Employees in this classification are considered essential and must be available twenty-four hours (24) a day, seven days a week, as may be required to maintain continuous operations of the shop, with a response time of less than one hour.
