Responsibilities
Arcfield is growing and seeking a Systems Engineer II to fill a Deployment and Use position, which would support the lifecycle phase of delivering and making operational new or updated systems or services for their customer's COMM Directorate. (Please note, an offer for this position will be contingent on an awarded contract.) Key responsibilities includes: Launch and Initialization Support
- Support the coordination, preparedness, and the general verification of COMM readiness of services used in support of enterprise launch and system initialization efforts
- Assist with identifying, assessing, and resolving site discrepancies that may impact enterprise launch and initialization efforts
Fragmentary Order and Combatant Command Support
- Support with the coordination, preparedness, and the general verification of COMM readiness of services used in support of Fragmentary Orders (FRAGO) and Combatant Command (COCOM) requirements
- Assist with identifying, assessing, and resolving site discrepancies that may impact enterprise FRAGOs and support to Combatant Commands
Support to the COMM Mission Director
- Assist with the review plans, processes, procedures, and other relevant documentation
- Assist with assessments on applicability and alignment with service operation requirements and mission objectives
- Support the administration of the Enterprise Lockdown process and promulgate
- Provide real time operations support, including helping to resolve active incidents
- Support the assessment of relevant service operation training programs and provide recommendations
- Support the preparation, reviewing, and updating of documentation for IAW applicable standards
Global Connectivity Tier 3 Support
- Work with the SE Lead to monitor the overall health and welfare of the Advanced Transport Network (ATN)
- Work with the SE Lead to review daily network status report and provide feedback and/or detailed analysis as directed.
- Work with the SE Lead to manage new service requests at assigned ATN locations to include coordination, testing and service delivery
- Support the maintenance of the ATN Circuit Tool (or subsequent tools) to ensure information stays current and accurate
- Assist when directed with circuit outages, coordinate findings and recommendations and obtain approval to conduct system maintenance or complete mitigations for outages with NOC COMM mission directors and/or the affected site(s)
- Support the documentation of issues, conditions, and actions (i.e., circuit specifications, test methodology/criteria, technical expertise required) to ensure successful resolution
Support to the Senior COMM Lead
- Assist with the development of required deliverables for COMM IT deliveries
- Provide COMM IT (Service Provider) information relevant to site deliveries
- Support the administration of Ecosystem governance and process meetings as defined and described in the COMM Ecosystem Governance Plan, MSI CONOPS, and MSI Process Model as directed
- Assist with meetings at site related to COMM equities and interest, as directed by the SE Lead on behalf of the Senior COMM Lead
Maintenance Support
- Assist SE Lead as directed with COMM's core operational capabilities and planned maintenance activities, troubleshooting COMM service outages, de-conflicting recovery efforts, and focusing on restoring normal service operations to minimize adverse impacts on mission operations
- Support the execution of Enterprise-Level MA activities including but not limited to performing Approver and Scheduler actions, as directed by the Government,
- Support, when requested, the Lead SE when representing COMM equities at site-level review boards
Disposal Support
- Support the deactivation, disassembly and removal of systems
- Assist the COMM directorate with planning and preparing for the retirement and disposal of systems and services
Qualifications
Required:
- BS 2-4 Years, MS 0-2 or HS 8-10
- Must possess and have the ability to maintain Top Secret / SCI w/ Poly Clearance
- Bachelor's degree in science, Technology, Engineering, or Mathematics in Science, Technology, Engineering, or Mathematics
- Experience fulfilling user requests, resolving service failures, fixing problems, as well as carrying out routine operational tasks
- The ability to review test plans/procedures to participate in the testing process to validate requirements
- Strong customer intimacy skills; ability to collaborate in cross-functional teams as well as to interface effectively with personnel at all levels of government
- A commitment to quality, accuracy, continuous improvement, and be detailed oriented
- Proven ability to work independently and collaboratively, managing multiple tasks concurrently
- Good communication skills to liaise with technical and non-technical audiences
- Analytical, problem-solving, and project management skills
- Demonstrated judgment, initiative, and critical thinking to execute mission objectives
- The ability to travel as necessary to satisfy assigned tasks
- Flexibility to execute additional duties as assigned
Desired:
- Advanced degrees or certifications in Science, Technology, Engineering, or Mathematics
- Experience supporting the development of highly advanced applications
- Experience supporting enterprise-wide technical and functional solutions to Government customers
- Ability to conduct root cause analysis, and after-action reports to identify the source(s) of COMM service failures and identify potential solutions to prevent recurring failures
- Experience supporting the capability to generate system level requirements verification procedures and customer acceptance test procedures
- Experience managing logistics and material management ensuring operational systems/services are updated and maintained to enable operations
