Who we are and what we do:

Benefits Administration (BA), within the Department of Finance & Administration, manages insurance benefits through the State Group Insurance Program (SGIP) for over 300,000 individuals from public sector organizations in Tennessee. This includes employees, dependents, and retirees from state and higher education institutions, local education agencies, and local government agencies. The SGIP is a $2B self-funded health plan which delivers health, dental, vision, life, flexible benefits, and disability insurance to plan members. BA also administers supplemental medical insurance for retirees with Medicare.

The Financial Management Program Administrator has primary responsibility for supporting and acting as backup up to the Director of Financial Management and Member Accountability. In this role, the Program Administrator will focus on day-to-day activities in the areas of financial management. Such activities include managing the payment of invoices, tracking revenues and expenditures for the SGIP, responding to audit inquiries, year-end closing activities, budget projections, flexible spending account debt collection, and federally mandated reporting. The Program Administrator will support the Director as needed on strategic items such as plan revenue and expenditure monitoring, collection processes, research and data analysis, and responding to oversight agencies. This is a full-time, executive service position based in Nashville; Work from home opportunities will follow current division policy.

Expected monthly salary is $7,384 to $9,601. The experience, knowledge, skills, and abilities of the selected candidate will determine the actual salary offer.

Key Responsibilities:

  • Manages the purchase order and payment of invoices for over 20 different contracts.
  • Compiles financial reporting of revenues and expenditures for use by management.
  • Analyzes contract balances to ensure sufficient remaining balance for the term of the contract.
  • Tracks monthly costs against budget and projected costs. Collects financial information for federally mandated reporting.
  • Compile enrollment data showing plan enrollment totals by total members and heads of contract.
  • Documents and collects flexible spending account debt owed from current and former employees.
  • Collects information in support of the statewide cost allocation.
  • Performs budget projections for state subsidized insurance products. Researches and answers audit inquiries related to financial transactions.
  • Represents the Director where authorized and as appropriate.
  • Serves as a content expert and as primary back-up to the Director.
  • Acts with customers in mind; establishes and maintains effective relationships with customers.
  • Represent Benefits Administration in a positive manner by maintaining a service oriented attitude.

Minimum Qualifications:

  • A bachelor's degree in accounting, business, or a related field from an accredited four-year college or university
  • Three years experience working in an accounting, auditing, quality assurance, or employer health benefits office setting
  • Demonstrated time management skills and proven ability to manage multiple tasks simultaneously while completing work within allotted time frames
  • Demonstrated ability to work with data sets including pulling data and synthesizing it to identify trend patterns and anomalies in the data
  • Demonstrated ability to work in Excel using advanced functionality
  • Excellent written and verbal communication skills Good presentation, questioning, and listening skills

Required Experience:

Experience with the states Edison FSCM module. Edison is the states enterprise resource planning system, which is PeopleSoft based. Experience with and knowledge of employee health benefits
