Elwyn is currently seeking a Director of Supported Employment Services to be responsible for overseeing supported employment programs across New Jersey, Pennsylvania, and Delaware for adults with intellectual and developmental disabilities (IDD). This role ensures compliance with state-specific regulations, including New Jersey Division of Developmental Disabilities (DDD), Delaware Division of Developmental Disabilities Services (DDDS), and Pennsylvania Office of Developmental Programs (ODP). The Director will ensure high-quality, individualized employment services, oversee staff, manage program budgets, and develop relationships with community stakeholders. The role focuses on improving employment outcomes, promoting independence, and achieving community integration in alignment with Employment First initiatives in all three states.

DUTIES AND RESPONSIBILITIES:

Program Development and Oversight
New Jersey:


  • Manage supported employment services in compliance with New Jersey DDD guidelines and Medicaid waiver regulations, ensuring services meet standards in the DDD Supports Program Manual.


Delaware:


  • Ensure compliance with DDDS regulations and Medicaid waiver services, including Employment Navigation, Job Coaching, and Discovery services. Implement services in line with Delaware's Pathways to Employment program.


Pennsylvania:


  • Oversee supported employment services per Pennsylvania's ODP and Medicaid waiver guidelines, including compliance with service definitions for Supported Employment, Small Group Employment, and Community Participation Support (CPS).
  • Monitor individual service plans (ISPs) and job placement outcomes across all states to ensure quality standards and alignment with each state's Employment First initiatives.
  • Evaluate and refine service delivery models to ensure high-quality job coaching, employment navigation, and community integration in all three states.
  • Facilitate access to Pre-Employment Training Services, Discovery, and Job Coaching as required by state-specific guidelines.


Staff Management and Training


  • Supervise employment specialists, job coaches, and other program staff across New Jersey, Delaware, and Pennsylvania, providing ongoing professional development and training to ensure compliance with state-specific training requirements.
  • Ensure staff maintain proper documentation and meet all training and certification requirements, such as annual retraining on Medicaid waiver services and Supported Employment standards in each state.
  • Recruit, hire, and onboard new staff members across the three states, ensuring they meet the necessary state regulations.
  • Provide direct support to individuals when needed to ensure continuity of care and support during staff shortages, emergencies, or other unforeseen circumstances.


Regulatory Compliance and Quality Assurance


  • Stay current on state and federal regulations governing supported employment services across all three states, including Medicaid, DDD, DDDS, and ODP guidelines.
  • Conduct regular program audits to ensure compliance with all state-specific regulations, including the submission of service documentation, billing, and data reporting.
  • Develop policies and procedures that align with supported employment service models in New Jersey, Delaware, and Pennsylvania, ensuring all services are person-centered and cost-effective.
  • Lead quality improvement initiatives across states, ensuring services promote independence, community integration, and employment sustainability for individuals with IDD.


Fiscal Management


  • Oversee program budgets for all three states and ensure services are delivered in a fiscally responsible manner that meets the funding requirements of DDD, DDDS, and ODP.
  • Ensure accurate and timely billing for services through Medicaid waiver programs, including New Jersey's Supports Program, Delaware's Pathways program, and Pennsylvania's Community Living Waiver.
  • Track and analyze program financials to identify trends and opportunities for cost savings while ensuring compliance with state reimbursement rates.
  • Work with finance teams to ensure proper documentation and compliance with funding audits in all states.


Stakeholder Engagement and Community Outreach


  • Build and maintain relationships with businesses, vocational training providers, and community organizations across New Jersey, Pennsylvania, and Delaware to create meaningful job opportunities for individuals served.
  • Act as the primary liaison to state-specific agencies such as the Division of Vocational Rehabilitation Services (DVRS) in New Jersey, the Division of Vocational Rehabilitation (DVR) in Delaware, and the Office of Vocational Rehabilitation (OVR) in Pennsylvania.
  • Advocate for clients' rights to community-based employment, supporting the Employment First initiatives in all three states.
  • Provide education and support to families, guardians, and stakeholders on employment services, available resources, and state-specific program opportunities.


Data Reporting and Outcomes Tracking


  • Collect, analyze, and report data on program outcomes across New Jersey, Pennsylvania, and Delaware to internal and external stakeholders, ensuring compliance with state metrics.
  • Prepare reports as required by DDD, DDDS, and ODP to demonstrate program success and secure continued funding for employment services.
  • Oversee the development of individualized employment plans for individuals served and track employment retention, job satisfaction, and service outcomes across the three states.


QUALIFICATIONS, EDUCATION AND EXPERIENCE:



  • Bachelor's degree in Human Services, Rehabilitation Counseling, Special Education, Social Work, or a related field. Master's degree preferred.
  • Minimum of 5 years of experience in supported employment programs for individuals with IDD, with at least 3 years in a supervisory or leadership role.
  • Knowledge of state regulations governing supported employment in New Jersey (DDD), Delaware (DDDS), and Pennsylvania (ODP) preferred.
  • Experience with Medicaid waiver programs in all three states, including billing, reporting, and compliance with waiver service definitions preferred
  • Certified Employment Support Professional (CESP) preferred or willingness to obtain within six months of hire.
  • Strong leadership, organizational, and communication skills. Ability to work with diverse teams across multiple states and manage multi-state regulatory compliance.
  • Valid driver's license and willingness to travel throughout New Jersey, Pennsylvania, and Delaware as needed.
  • This role requires both office-based and community-based work across New Jersey, Pennsylvania, and Delaware. Travel to job sites, community events, and partner organizations is expected.
  • Flexible hours may be required, including occasional evenings or weekends to meet program needs.
