Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The salary range the University reasonably expects to pay for this position is $68,600 - $85,700/yr.

About the Job

The Business Manager is responsible for providing administrative and financial support to all Dean of Students department management units. Under the general direction of the Associate Vice Chancellor and Dean of Students, the incumbent uses skills as a seasoned, experienced financial service professional with an understanding of departmental, university and industry practices and policies and procedures. Uses knowledge of the department, campus and industry norms to provide revenue and budget projections for the Dean of Students department leadership. Resolves a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

KEY RESPONSIBILITIES

Budgets, Accounting, and Purchasing:

  • Provide support to the Dean of Students as needed in the day-to-day operations.
  • Serve as mandatory reviewer for purchasing transactions including review of departmental orders, travel reimbursements, and electronic PAN notice review of all financial transactions for the division.
  • Train Administrative Assistants in purchasing policies and procedures. Also guides administrative staff in processing of purchasing transactions, travel and entertainment expenses. Be available on an as-needed basis to answer questions as they arise.
  • Monitor and track general ledger reconciliations in all departments reporting to the Dean of Students
  • Responsible for fiscal close preparation which includes balance of all accounts (DOS) ensuring that no accounts are in deficit - completing non-PEARS and transfers of funds as needed - balancing between sub accounts.
  • Perform non-payroll expense adjustment request transactions and transfers of funds in accordance with policies and procedures.
  • Ensure proper purchasing procedures are followed.
  • Attend monthly MSO meetings and pass pertinent information along to departments.

Applies financial services concepts (i.e., accounting, accounts receivable, accounts payable, purchasing, collections and billing), to resolve issues, and prepare business process procedures and policy recommendations. Purchasing, Accounts Payable, Entertainment and Travel Accounting:

  • Responsible for preparation and submission of purchasing requisitions, complex travel and entertainment reimbursements and low value orders for Recreation & Athletics department of multiple staff members.
  • Ensure departmental compliance with applicable UC policies and procedures.
  • Cooperate with Student Affairs Business Office to provide timely information to department staff and implement policy mandates at department level.
  • Coordinate signature, routing, copies and filing of all department expenditures.
  • Record and track all initiated orders from initial order through payment of invoice
  • Follow up on any problems related to orders, invoicing, and/or reimbursements.
  • Timely submission of all reimbursements and invoices.
  • Provide vendors with needed information regarding payments and shipments as required.
  • Acquire necessary back-up documentation from various departments on campus as needed.

Human Resources and Payroll:

  • Coordinate payroll distribution of monthly and bi-weekly payroll checks for all departments within Enrollment Management and Health & Wellness.
  • Coordinate recruitment with hiring managers and enter requests into the Edoc system for new classifications, reclassifications, stipend requests, and recruitment requests.
  • Interface with payroll office on logistics of new hires and separations which included completing new hire forms, separation forms, promotion/transfer forms and other forms as needed.
  • Enter requests in MSO Tools for new phone lines and phone line moves.
  • Set up new hires into the Identity Manager and forward instructions on claiming UCM Net IDs to new staff.
Qualifications

EDUCATION and REQUIREMENTS

  • Bachelor's degree in Business with an emphasis in Accounting, Finance, or related area from an accredited institution.
  • 3 yrs of progressively responsible related experience.

CRITICAL KNOWLEDGE AND SKILLS

  • Thorough knowledge in administrative procedures and processes including word processing, spreadsheet and database applications.
  • Requires good verbal and written communication skills, active listening, critical thinking, multi-task and time management skills.
  • Requires interpersonal and work leadership skills to provide guidance to other nonexempt personnel.
  • Working knowledge of financial processes, policies and procedures.
  • Strong knowledge of financial data management and reporting systems.
  • Proficiency in the use of spreadsheet and database software.
  • Strong interpersonal skills, analytical skills, service orientation, active listening, critical thinking, attention to detail, ability to multitask in a high volume environment, organizational skills, effective verbal and written communication skills, sound judgment and decision making.
  • Ability to function effectively as a member of a team.
  • Ability to adapt to changing priorities.
  • Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Skills to provide coaching and mentoring to support staff.
