SUMMARY

The Executive Director, Strategy & Performance Excellence reports to the President of JHHCMC. The Executive Director, Strategy & Performance Excellence position directs strategic planning efforts to support the core business of the hospital (HCGH). It is the key leader for the annual strategic planning process; directs and manages planning efforts for new business development opportunities as well as the hospital's community health needs assessment and community benefits efforts. The Executive Director, Strategy & Performance Excellence serves as a liaison to the Johns Hopkins Health System to ensure alignment and harmonization around the strategic direction of the hospital vis-a-vis system goals and priorities.

REPORTING RELATIONSHIPS

Reports to the President, Johns Hopkins Howard County Medical Center and supervises fellows, interns, and a strategy/project management team of three exempt staff. Works with the HCMC leadership as well as department directors and managers. Leads outreach and maintains relationships with community leaders and organizations.

ESSENTIAL FUNCTIONS




  1. Directs strategic planning efforts in support of Hospital priorities. As a result, leads multiple, major, complex projects and/or relationships involving several senior executives and cross- functional stakeholders.
  2. Directs and manages planning efforts for new business development opportunities, in collaboration with members of the Executive Leadership Team and key staff from the Health System and Johns Hopkins Medicine Community Division.
  3. Project management for select high priority strategic goals, ensuring that there is structure and process in place, and goals are accomplished timely.
  4. Serves as a liaison to the Johns Hopkins Health System to ensure HCMC strategic priorities align with Health System overall strategic direction.
  5. Leads the hospital's annual planning process and ensures priorities, goals and strategies are appropriately developed, communicated and related outcomes are monitored. Provides support to leadership, directors and managers on cascading goals and development of SMART objectives. Provides Executive Leadership Team regular progress updates.
  6. In collaboration with members of the Executive Leadership Team, develops framework for evaluating new opportunities against established priorities. Assesses utility of new processes implemented over time and recommend areas for improvement.
  7. Assists the President with management of logistics for the hospital's board of trustees, including oversight of the nominating committee.
  8. Is responsible for successful execution of Community Health Needs Assessment (assessment process and implementation strategy development) and Community Benefits Reporting. Represents the hospital on the Health System's Community Benefits Workgroup.
  9. Manages Administrative Residents and Fellows rotating through HCGH. Identify projects for each rotation, mentor, and evaluate progress.
  10. Performs variety of functions including: facilitation of meetings; creating/delivering presentations to senior executives; problem solving, setting and driving goals and timelines; designing and conducting complex analytics; and developing implementation plans.



ADDITIONAL RESPONSIBILITIES:




  1. Utilizes the Human Resources Department for recruitment, retention, employee relations and employee development activities as needed.
  2. Staffs the department in the most efficient manner while ensuring the competency of all employees under his/her supervision.
  3. Orients, coaches, develops, and provides ongoing performance feedback to staff and, when necessary, disciplines them.
  4. Completes probationary and annual evaluations on time as applicable.
  5. Role models the values of compassion, excellence, integrity, teamwork and accountability.
  6. Identifies and implements opportunities for process improvements.
  7. Includes patient experience improvement initiatives in hospital plan. Monitors effectiveness of initiatives and adjusts plan and approach accordingly.
  8. Develops annual departmental budget and researches and reports on monthly variances to assure management of the department within budget.
  9. Manages department/division expenses to the standards and margins established in annual budget.
  10. Acknowledges his/her ultimate responsibility as defined in the HCMC Mission Statement.



SKILLS & ABILITIES REQUIRED




  1. Advanced knowledge of health care system operations, market performance, health care reimbursement, market research, planning, and budgeting with applications to business and market development. In-depth knowledge of strategic planning and program evaluation and community hospital and academic medical center operations.
  2. Advanced abilities in quantitative analysis and analytic and business intelligence tools. Self- starter and ability to interact with senior leadership and high-level external contacts. Proven ability to perform well in a collaborative environment and to facilitate processes among diverse parties. Ability to manage complex group processes.
  3. Proficiency in Microsoft Word, Excel, and PowerPoint.



QUALIFICATIONS




  • BS/BA in related field required, post graduate degree strongly preferred.
  • 10+ years of progressively responsible related experience, including 5-7 years of management experience with significant business impact preferred
  • Previous experience working in a hospital is required; working within an academic medical center setting is preferred.
