Job Description
AMERICAN SYSTEMS is searching for a talented Program Finance Manager with demonstrated proficiency of the Planning, Programming, Budgeting, and Execution (PPBE) process to join our team supporting our government customer at Joint Base Anacostia-Bolling, DC! As aProgram Finance Manager, you will:

A Week in the Life of aProgram Finance Manager:
- Provide multi-year budget management and current-year execution support
- Maintain spend plans to track requirements, funding, and financial performance
- Create summary reports on obligations/expenditures to identify under-execution and funding opportunities
- Track asset and financial requirements by fiscal year (FY)
- Develop and maintain accurate obligation and expenditure phasing plans
- Analyze cost estimates, funding adjustments, and phasing changes to update spend plans and contract funding requirements
- Assist in preparing Contract Technical Assessment Reports (TAR)
- Support cost model development and contract negotiations
- Address funding needs for managed requirements (e.g., GPC, TAC, shipping)
- Draft funding justification memos based on financial policies (e.g., FAR, DFARS, DoDFMR)
- Respond to Congressional inquiries, sponsor data calls, and financial reviews
- Review budget execution, reconcile data, and draft responses for program reviews
- Ensure timely and accurate submissions of financial data and documents
- Prepare and issue funds execution documents and financial reports
- Generate Procurement Request (PR) funding memos for contract actions
Job Requirements
- Active TOP SECRET clearance w/SCI eligibility
- Master's degree in a technical, business, financial management or related field
- 14+ years of related financial experience, including
- At least 10 years' experience in government finance/PPBE and budget development
- Proficient in government financial management systems for budget allocation based on customer requirements
- Skilled in using program office systems to create funding document requests (FDRs)
- Knowledgeable in financial policies/guidance (FAR, DFARS, DoDFMR) and Contract Technical Assessment Reports (TAR)
- Experienced in cost model development and government contract negotiations

Actual compensation will be determined based on several factors permitted by law.
