Culmen International is hiring a Business Analyst to support the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate and their Technology Scouting and Transition Office (TST).

DHS is committed to using cutting-edge science and technology to make the United States more secure. The DHS S&T Directorate organizes and supports the scientific, engineering, and technological resources and applies these resources to produce and deploy technological tools and knowledge products to help protect the United States.

TST leverages S&T staff, subject matter experts (SMEs), networks and databases, and other tools to search academia, labs, government sources, private industry, and international activity, Technology Scouting provides summary reports to support program planning and inform buy, build, or adapt decisions.

Technology Scouting collects information on commercial-off-the-shelf (COTS) and government-off-the-shelf (GOTS) products, prototypes, R&D activities, and partnership opportunities to operate a refined, iterative process for quick and effective reporting.



What You'll Do in Your New Role

The Business Analyst will support the Technology Scouting and Transition Office by analyzing data and technology transition processes to identify and integrate process improvement including the re-engineering of processes, development and integration of tools such as ChatGPT and PowerBI, and data-visualization enhancements for reports, briefs, and technical documents.

This role involves evaluating new technologies; making build or buy decisions; technical evaluation support for system analysis and technical requirements; providing system assessments and recommendations for technology requirements; and revising existing systems and procedures to correct deficiencies and gain efficiencies and effectiveness in DHS missions and technology transfer activities.

- Conduct detailed analysis of business processes and systems to identify areas for improvement.
- Evaluate new technologies and provide recommendations on build or buy decisions.
- Develop and maintain comprehensive documentation of business requirements and processes.
- Collaborate with cross-functional teams to ensure the successful transition of technologies.
- Prepare and present reports and recommendations to senior management.
- Monitor and track the progress of technology transition projects.
- Ensure compliance with DHS policies and procedures.



Required Qualifications

    Education and Relevant Experience Requirements are Bachelor's and 10 years of experience; or Master's and 5 years of experience with proven experience as a Business Analyst, preferably within DHS S&T.
  • Experience with the use and integration of ChatGPT and PowerBI in business processes.
  • Experience in process improvement.
  • Experience in the Federal Organizations engaged in Technology Scouting and Transition.
  • Experience working remote in a professional team environment.
  • U.S. Citizen
  • DHS Suitability or ability to obtain DHS Suitability (will be required to start work)


Desired Qualifications

- Experience in the DHS Science and Technology Directorate.

- Knowledge of project management principles.
- Proficiency in data analysis tools and software.

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $80,000 - $88,000 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
