Job Description |
The purpose of this position is to provide administrative leadership and oversight of an academic division by managing academic programs and demonstrating high-level leadership behaviors that personifies alignment with the mission, vision and values of the institution, which promote the success of all students.
This will be completed through leadership in academic strategic planning, originating curriculum development and innovation, program discipline review; recommending faculty hiring; overseeing faculty and staff supervision, professional development and evaluation, learning outcomes assessment, program accreditation, building and management, and the constant pursuit of improvement in the learning of students toward college completions; and to mentor staff and faculty and oversee the faculty promotion and tenure process.
This is accomplished by collaborating with faculty on the assessment of needs and development and delivery of programs and courses, and documented assessment of student learning; reviewing and assessing existing courses and programs for currency; utilizing data analytics for strategic decision making; fostering professional development; determining student demand for classes; assigning faculty to classes; scheduling classes for all disciplines; monitoring safety and security risks for students and employees; implementing College policies and practices related to faculty, staff, students, and community members; developing and allocating budgets; advocating for students with questions, problems, or concerns relative to advising, exceptions, academic appeals and complaints; promoting the use and development of instructional methodologies including current technology and delivery modes; recruiting and advising students in programs; supporting student learning through proactive strategies and interventions to improve student retention and success; serving as a liaison for agencies, institutions and other partnerships; developing and maintaining memorandums of understanding (MOUs) and articulation agreements; serving on committees, study groups and task forces; participating in community outreach and development activities; maintaining and managing instructional facilities including classrooms, science, technology, computer, studio, and other learning labs, ancillary instructional spaces, equipment and supplies and auxiliary enterprises.
Other duties include developing new evaluation instruments, chairing ad hoc committees and seeking grant opportunities
Employees of Harford Community College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia; non-residents are expected to relocate to meet this requirement.

Required Experience |
A minimum of 3 years of higher education administrative/management experience
OR 5 years of progressive leadership experience in areas such as program development, evaluation, planning, budgeting, grant development, adjunct supervision, and accreditation leadership may also be considered.

Required Knowledge, Skills, & Abilities |
- Ability to select, empower, supervise, mentor, and evaluate faculty and staff effectively
- Expertise in developing course and program goals, implementing assessment plans, and using results to improve learning outcomes
- Proficiency in assessing existing courses and programs, advocating for student issues, and resolving complaints and exceptions promptly
- Ability to identify marketing opportunities for programs and implement recruitment strategies
- Skill in creating seamless, student-focused class schedules based on demand and need
- Competency in creating and utilizing reports and documentation to improve student learning outcomes and guide program improvement.
- Ability to manage fiscal, human, and facilities resources by fostering professional development of all employees within the division
- Proficiency with computers, specifically working with Windows-based programs such as Microsoft Office (Word, Excel, PowerPoint) or other relevant software
- Expertise in using data analytics for effective decision making.

Preferred Qualifications |
- Previous experience working experience at a community college in an administrative role
- Master's degree or above in Behavioral or Social Science
- Three (3) years of full-time teaching experience, or equivalent adjunct experience
