HJF is seeking an Innovation, Partner Development Lead to serve as an analyst and adviser to management on the evaluation of the effectiveness of programs and operations. The Innovation Partner Development Lead will shape, execute, and improve professional and programmatic actions pertaining to DPAA's partnership development-related activities

This position will be in support of the DPAA (Defense POW/MIA Accounting Agency), the Agency responsible for the recovery and identification of fallen US service members from WWII to the gulf war. Its mission is to provide the fullest possible accounting of missing personnel to their families and the nation. To accomplish this, the DPAA sends out organic and partner investigation and recovery missions worldwide, and recovered material is analyzed in the state-of-the-art DPAA laboratory. DPAA expands its recovery and identification capacity and capabilities through various innovation initiatives, and partners with research and academic institutes to address research requirements.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Attend to myriad partner development requirements, focused primarily on sustaining and advancing innovation activities and capabilities and conducting extensive coordination across DPAA directorates.
  • Assist with the planning and implementation of innovation program-related partnerships to contribute to DPAA's mission.
  • Coordinate innovation proposal program events including, on occasion, high-level individuals or sensitive situations.
  • Occasionally travel for partnership development, mentoring, and/or assistance, or other activities as required by DPAA.
  • Comply with all DPAA requirements for reporting and coordinating all innovation deliverables and results through all appropriate channels.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Qualifications

Education and Experience

  • Bachelor's Degree in Archaeology, Anthropology, Forensic Science, or related field required. Master's Degree preferred.
  • Minimum of more than 10 years experience required.

Required Knowledge, Skills and Abilities

  • Comprehensive knowledge of scientific research methods and scientific research design.
  • Comprehensive knowledge of the theories and practical applications of innovation in industry or government.
  • Comprehensive knowledge in a field related to the DPAA accounting mission (ex. archaeology, forensic anthropology, scientific laboratory methods, historical research, etc.).
  • Ability to work collaboratively with cross-disciplinary teams.
  • Experience building strong professional networks and partnerships.
  • Experience performing tasks under tight deadlines and managing shifting priorities.
  • Must have skills to communicate clearly and precisely in both writing and speaking.
  • Must use interpersonal skills to work as a team toward achieving the organization's goals.
  • Must use problem-solving skills to think creatively in solving problems as each situation is likely to present unique challenges.
  • Ability to obtain and maintain a T1/Public Trust background check.
  • This site requires that non U.S. Citizens reside in the United States for three of the last five years.

Preferred Knowledge, Skills and Abilities

  • Authoring memoranda of understanding, memoranda of agreement, cooperative agreements, scopes of work, or performance work statements.
  • Authoring Standard Operating Procedures (SOPs) or Best Practices (BPs).
  • Authoring short-term and long-term program planning documents.
  • Formulating project budgets for specialized innovation studies or scientific analyses.
  • Familiarity with federal regulations concerning cooperative agreements, grants, and/or contracts.
  • Prior DPAA experience is a plus.

Physical Capabilities

  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting. Open to remote workers.

Compensation

  • The annual salary range for this position is $100,500-$120,000. Actual salary pay will be determined based on experience, education, etc.
