We currently have an opening in our Clarksburg, MD office for a Senior Program Manager. This position reports directly to the Director of Program Management.



Responsibilities

  • Conduct project planning activities during all phases of the program.
  • Monitor, Control and report status of assigned programs, including cost, schedule and technical performance.
  • Responsibility for budget, schedule, and technical performance of Government, Prime Contractor, and/or Internal Research & Development programs with annual revenue value up to $75M and durations from a few months up to three years of development.
  • Work with customers to negotiate contracts, change orders, program issues, and to identify opportunities for new funded project scope.
  • Participates in periodic forecasting exercises, and annual budgeting process as required by role/manager.
  • Lead or support pricing, program finance, financial planning and analysis activities.
  • Track program/project against its schedule and budget, and against phase review objectives.
  • Lead or support proposal efforts.

  • Review, analyze, and comment on System Engineering documents, Engineering test procedures, reports, etc., as required.
  • Review, analyze, and interpret the technical and administrative requirements contained in requests for proposal (RFP), requests for quotation (RFQ), requests for information (RFI), information for bid (IFB), etc., to generate material used in preparation of formal responses.
  • Listens to and respects audience questions in order to understand needs; shares information appropriately.
  • Coordinate with customer to provide necessary program status and obtain customer feedback.
  • Proactively obtain and report on information regarding programs of responsibility.
  • Perform self-driven work; can be given a problem and will come back with solutions/answers without constant oversight.


Qualifications

  • U.S. Citizenship required. - Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Bachelor's Degree in a technical or business-related discipline. PMP certification preferred.
  • 4-8 years+ of Program Management Experience in Government contracting.
  • 5+ years hands on engineering or other relevant experience in a technical role.
  • Experience with Earned Value Management System or similar project performance tracking methods (to include schedule and cost baseline development).
  • Experience leading cross functional teams of 10 or more people.
  • Experience with NSA Certified products or products subject to Risk Management Framework (RMF) a plus.
  • Excellent organizational skills and work ethic.
  • Effective oral and written communication skills and the ability to manage multiple projects.
  • Ability to effectively communicate and build relationships with external and internal customers.
  • Proficiency in Microsoft Project or equivalent.
  • Ability to work in a team environment and interact with employees in all departments and functions.
  • Travel requirements up to 20%.

The annualized pay range for this role is $150,300-192,050 USD with a target incentive compensation plan (ICP) of 10%. The pay range provided is a good faith estimate representative of the experience level for the role described above. TDSI considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
